The Global Fund Regional Learning Hubs
Operating under the Community Engagement Strategic Initiative (CE SI) of the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund), the Regional Learning Hubs aims to strengthen the engagement of communities and civil society living with, affected by or vulnerable to HIV, TB, and malaria in Global Fund and related processes by amplifying information, updates and best practices; brokering diverse learning platforms; and assisting communities in accessing technical assistance. The Learning Hubs contribute to two key outcomes of the CE SI:
1. Communities access timely and relevant Global Fund -related information.
2. Communities drive program quality based on adoption of global guidance and sharing best practices.
The expected catalytic effect of the CE SI is that strengthened leadership and engagement of communities most affected by HIV, TB and malaria in Global Fund and related national processes, throughout the grant life cycle, improves impact of Global Fund investments.
Learning Hubs’ role
Spot Learning Gaps: Conduct surveys to identify learning needs among communities affected by HIV, TB, and malaria for better engagement in Global Fund processes.
Share Updates: Disseminate the latest information relevant to community engagement in Global Fund processes through webinars and newsletters.
Foster Learning: Unite community representatives, technical partners, and stakeholders to exchange insights via webinars, meetings, and scientific events.
Secure Technical Assistance: Aid communities in accessing technical assistance from the Global Fund and other providers by facilitating and supporting the application processes.
Boost Local Support: Provide in-country community engagement support through small grants.
Highlight Success Stories: Craft case studies to spotlight effective community engagement practices and lessons learned.
Learning hubs are hosted by community and civil society organizations across six regions. These hubs share information and good practices on engagement in Global Fund and related processes, and work to improve access to technical assistance.
In 2024, MENAHRA and MENA Rosa were selected by the Global Fund to co-host the Middle East and North Africa (MENA) Regional Learning Hub.

MENAHRA
The Middle East and North Africa Harm Reduction Association (MENAHRA) is a regional network on harm reduction covering 20 countries in the MENA region. The main goal of MENAHRA is to prolong and improve the quality of life of People Who Inject Drugs (PWID) through harm reduction approach in the region. Recognizing the crucial role of the civil society in delivering health services to key populations at increased risk, MENAHRA’s key strategy focuses on strengthening the role of the civil society in implementing harm reduction interventions in the MENA region.
MENA Rosa
MENA Rosa is a pioneer regional network of women living with HIV in the Middle East and North Africa (MENA) region. MENA Rosa was founded in 2010 securing an independent niche for Women Living with HIV (WLHIV). Its main objective is to support and empower women and girls living with or at risk of HIV, as well as their families, through developing their leadership skills and promoting effective participation in raising awareness, advocacy, and networking.
MENA Rosa is currently based in Lebanon and has focal points in 11 countries in the MENA region, including Egypt, Jordan, Lebanon, Libya, Sudan, Yemen, Bahrain, Oman, Algeria, Morocco and Tunisia.
